If you have a mobile phone with a data plan, it is very possible to create a Wi-Fi hotspot around you anywhere and anytime on your laptop or on your Wi-Fi devices.
To create a personal Wi-Fi hotspot using your Android mobile phone:
Go to Settings >
Wireless and Networking >
Tethering and Portable Hotspot.
Enable the Portable Wi-Fi hotspot.
You can change your name of your Wi-Fi hotspot and also protect it with a password in the Portable Wi-Fi hotspot settings.

On the Home screen of your
iPhone or iPad Go to Settings > Personal Hotspot to enable, if you
cannot find then Go to Settings > General > Cellular Data >Personal Hotspot Enable

You are now ready to access the Internet on your Laptop using your Wi-Fi of your iPhone, iPad or through your Android mobile phone.
